What is the position? HUD Community Programs Manager

Full-time or part-time? Full-time (40 hrs./wk.), generally Monday – Friday, 8am – 5pm, occasional evening and weekend work required

What’s the pay? $64,550.51 – $75,969.50/yr., depending on experience

Where will I be working? This position offers a hybrid work benefit and the primary in-office location will be at our main Gateway office in Portland

What’s the position all about?


As the Community Programs Manager, you’ll lead and support the day-to-day operations of Our Just Future’s HUD-funded housing programs, including Rapid Re-Housing and Permanent Supportive Housing. This is a leadership role focused on supporting staff, strengthening programs, ensuring compliance, and helping drive high-quality, equitable services for participants experiencing homelessness.


You’ll supervise and coach a multidisciplinary team while fostering a collaborative, trauma-informed, and anti-racist work environment. You’ll also play a key role in overseeing program operations, budgets, contracts, Coordinated Access referrals, and partnerships with funders and community agencies.


This role is ideal for someone who enjoys balancing leadership, problem-solving, collaboration, and strategy while staying grounded in mission-driven work that directly impacts housing stability in the community.

 

What will I be expected to do?

  • Supervise, coach, and support a team of up to 14 staff, including hiring, onboarding, training, and performance management.
  • Foster a collaborative, trauma-informed, culturally responsive, and anti-racist team environment.
  • Ensure HUD programs operate in compliance with funding requirements, regulations, and agency policies.
  • Oversee program operations, participant assignments, and Coordinated Access referrals for HUD housing programs.
  • Support staff in navigating complex participant situations, grievances, and housing stability challenges.
  • Coordinate and facilitate HUD team meetings, leadership meetings, and regular case conferencing.
  • Manage HUD program budgets, spending, personnel forecasting, and financial tracking in collaboration with leadership and finance staff.
  • Partner with funders, community agencies, JOHS, and Continuum of Care partners to support program outcomes and funding requirements.
  • Collaborate on grant applications, audits, reporting, file monitoring, and program improvement efforts.
  • Monitor documentation, data quality, and compliance to ensure accurate and timely reporting.
  • Help develop and improve policies, procedures, workflows, and training materials.
  • Represent Our Just Future in community meetings, partnerships, and external collaborations related to housing and homelessness services.


What can I bring to the table?

  • Bachelor’s degree in social services/social sciences field, or B.A in a related field and 2 years case management experience, or equivalent.
  • Experience supervising and supporting diverse teams in social services, housing, or related programs.
  • Knowledge of HUD-funded housing programs, contract compliance, and program operations.
  • Experience managing budgets, tracking spending, and overseeing complex program logistics.
  • Strong leadership and communication skills with the ability to coach, problem-solve, and build collaborative teams.
  • Understanding of trauma-informed care, racial equity, and culturally responsive service delivery.
  • Ability to navigate complex situations with professionalism, empathy, and accountability.
  • Experience building relationships with funders, landlords, community partners, and public agencies.
  • Strong organizational skills and attention to detail, especially with compliance, reporting, and data tracking.
  • Strong computer skills, including Microsoft Office and data management systems.
  • Passion for advancing housing stability and supporting communities impacted by homelessness and poverty.
  • Bilingual/bicultural skills are a plus.
